On Sept. 19, 2004, the Howard County Maryland Police hosted their 13th Annual Howard County Police Pace Walk & Run event. At the event, Province Polemarch Rufus Clanzy and Province MTA Coordinator K. Andre’ Gladden represented Kappa Alpha Psi Fraternity Inc. While participating, they discussed the ongoing chartering efforts in the Eastern Province. Province Polemarch Clanzy confirmed that there was an effort to create a Sandy Spring Alumni Chapter led by Brother Hank Boyd Jr.
Following the Walk & Run event, Brother Andre' Gladden reached out to Brother Hank Boyd, Jr. to arrange a meeting in October to discuss chartering options. Brothers Gladden, Hank Boyd Jr. and Hank Boyd III met for lunch at Arundel Mills County Kitchen, where they discussed merging their efforts. Brother Gladden represented around 30 alumni brothers of the University of Maryland from the Theta Theta of Kappa Alpha Psi Fraternity. These brothers formed a tailgating contingent for Maryland Terps football games and have met for over 13 years. They expressed a desire to establish a College Park/Laurel Alumni chapter.
Brothers Gladden, Boyd Jr. and Boyd III met and agreed to merge efforts. They would present a joint chartering petition to the Province Polemarch and Grand Board of Kappa Alpha Psi Fraternity, Inc. To facilitate the chartering process, the brothers formed a three-person committee. Brother Gladden served as the Chairman. Brother Hank Boyd Jr. addressed financial matters. Brother Al Howard addressed membership. The committee then appointed brothers Hank Boyd, Jr. as the Chartering Polemarch, Joe Harris, Jr. as Vice Polemarch, Al Howard as Keeper of Exchequer, and Edward Hayes as Keeper of Records.
The committee presented a petition for chartering with 47 brothers. It was one of the largest alumni chartering groups in the Eastern Province and in the Fraternity's history. After reviewing the petition, the Grand Board of Kappa Alpha Psi Fraternity approved it on January 25, 2005. The chartering of the College Park/Sandy Spring (MD) Alumni chapter occurred on May 15, 2005.
